CIRCULATION POLICY
LIBRARY CARDS
In order to get a free East Orange Public Library card you must live, work, go to school, or own property in East
Orange. All East Orange Public Library cards are good for one year, and must be renewed each year by presenting the
required pieces of identification.
RESIDENTS
- All individuals who reside in East Orange, who apply for an East Orange Public Library card, must provide current
proof of residency, such as driver's license, motor vehicle ID, rent receipt, lease, telephone bill, PSE&G bill, or
other current bill.
- P.O. Boxes are not acceptable as proof of residency. You do not have to live in East Orange to have a Post Office
Box in East Orange.
- The Library issues a card to a person from birth through 8th grade in the Junior Dept. If a child cannot write
his/her name, then their parent or guardian can sign for them. The Parent or Guardian must present proof of
residency.
- Youth in grades 9 through 12 get a Library card at the Adult Circulation Desk. They must present proof of residency
such as their school schedule, or current letter they received from the school, or their parent or guardian may show
proof of residency for them. Residents younger than 18 years of age may borrow videocassettes and DVDs only when a
parent or guardian comes in to the Library and signs a minor's permission form at the Adult Circulation Desk.
- Residents may apply for a ReBL Library card (Reciprocal Borrowing and Lending) after they have had their East Orange
Public Library card for 30 days. Applicants must be 18 years of age or older. Proof of residency and a second piece
of identification are required. The ReBL card runs from January 1 through December 31 of the current year, and may
be renewed at the end of the year.
NON-RESIDENTS
- Works in East Orange - The Library issues full privilege library cards to individuals who work in East
Orange. Applicants must present proof of residency and proof of their employment in East Orange. They may present a
letter from their employer, a current pay stub, or a current work ID as proof.
- Non-Resident Student - The Library issues full privilege library cards to non-resident students attending
East Orange public or private schools. Cards issued to non-resident students are valid through the current school
year. The Library requires the student to provide proof of residency and proof of attendance in the school to
obtain the card.
- Property Owners - The Library issues full privilege library cards to individuals who own property in East
Orange. Applicants must present proof of residency and proof of the property owned, such as a current tax bill.
Property owners may apply for the ReBL Library card after they have had their library card for 30 days. Applicants
must be 18 years of age or older. Proof of residency and proof of the East Orange property owned is required. The
ReBL card runs from January 1 through December 31 of the current year, and may be renewed at the end of the year.
- Reciprocal Borrower - The Library accepts current ReBL cards from residents of participating libraries in
Essex County. ReBL borrowers may not borrow videos, DVD's, career materials, or Rental materials.
- Subscription Cards - Individuals who do not meet the requirements for a free East Orange Public Library card
may purchase a full privilege library card for $75 a year. Proof of residency is required. This card may be used by
family members who reside at the same address. The card may be renewed for the same fee. Individuals may purchase a
ReBL Library card for $75 a year. Proof of residency and a second piece of identification are required. The ReBL
card runs from January 1 through December 31 of the current year, and may be renewed for the same fee.
TYPE OF LIBRARY CARDS
The Library has two types of library cards. The regular wallet sized card is free. The Combo card, a wallet sized card
and a key chain card, costs $.50.
REPLACEMENT OF CARDS
Cards may be replaced for $1.00, which invalidates the lost card. Only the current card is valid. Proof of residency
must be shown.
LOST OR STOLEN CARDS
Cardholders must immediately report a lost or stolen card to the Adult or Junior Circulation Desk. Cardholders are
liable for items charged out from the time of loss to the time the card is reported lost.
BORROWING PRIVILEGES
- Patrons may borrow up to three Adult items and/or two Junior items on their first day. Thereafter, patrons may
borrow up to 10 Adult or five Junior items at one time.
- Patrons are eligible for a ReBL card or an Interlibrary Loan after they have had their East Orange Public Library
card for 30 days.
