Guidelines and Regulations
- Users of the library must respect the rights and privileges of all other users. Any behavior that inhibits the use of the library by others or interferes with library personnel’s performance of their duties is prohibited.
- The police will be called if any library user commits an illegal act in violation of New Jersey statutes, including assault, criminal mischief, disorderly conduct, harassment, public indecency, intoxication, etc. Persons who persist in improper conduct as defined in Section 3 of this policy or refuse to leave the library building when requested will be subject to exclusion from library premises and/or suspension of library privileges and a misdemeanor under the applicable New Jersey statutes.
- Improper conduct on library premises, including the employee parking lot, is prohibited. Conduct will be regarded as improper if it includes one or more of the following:
- Disorderly conduct. Talking loudly; obscene, sexually charged, and/or abusive language; making noise or engaging in other disruptive conduct. This includes verbally or physically threatening or harassing other patrons, volunteers, or staff, including stalking, staring, lurking, offensive touching, and obscene acts such as sex acts and indecent exposure.
- Stealing, damaging, altering, or inappropriate use of library property grounds, including computer hardware and software, printers, copiers, telephones, and other equipment.
- Food and beverages are permitted only in designated areas.
- Using electronic devices without headphones or with headphones set at avolume that disturbs others. Using electronic devices in a manner thatdisturbs others. Electronic devices must be put on vibrate or silenced.
- Gambling and group activities that are disruptive to the libraryenvironment.
- Sale or distribution of any item, solicitation of contributions or signatures,or the conducting of surveys without approval by the director or assistantdirector.
- Taking photographs, videos or live streaming on library premises withoutthe permission of the library administration and the permission of all thelibrary users to be photographed.
- Being under the influence of alcohol/illegal drugs and selling, using, orpossessing alcohol/illegal drugs.
- Blocking or interfering with the free movement of any person or persons.
- Carrying unauthorized weapons of any sort.
- Loitering on library premises, i.e., sleeping, wandering aimlessly, or lingering by the entrance.
- Bathing, washing of clothes or hair, and other misuse of the restrooms.
- The library is a smoke-free building. Smoking is not permitted in any areaof the library, including the restrooms.
- Trespassing in nonpublic areas, being in the library without permission ofan authorized library employee outside normal operating hours.
- Bringing in garbage, articles with a foul odor, or articles which, alone or inthe aggregate, impede the use of the library by other users.
- Lying down or sleeping in the restrooms or on any floor, couch, table, orseat in the library, and by blocking aisles, exits, or entrances by sitting orlying down in them.
- Entering the library barefooted, without a shirt, with offensive body odor orpersonal hygiene, or being otherwise attired so as to be disruptive to thelibrary environment.
- Shirt and shoes are required in the library.
- All library materials must be charged out in accordance with the establishedprocedures before being taken from library premises. Library materials may notbe taken into the restrooms.
- All briefcases, oversized handbags, notebooks, carryalls, overcoats, luggage,packages, and shopping bags are subject to inspection by the library’s authorized personnel. The library reserves the right to limit the size and number of items brought into the library.
- Animals, other than service animals, are not permitted in the building.
- Library staff may request users to show their library cards or other appropriateidentification when using certain library materials.
- Children under the age of nine (9) years may not be left on library premiseswithout the supervision of an adult.
- The use of skateboards, scooters, and other wheeled equipment or apparel, except that which is necessary for medical reasons, in the library building, driveway, and employee parking lot is not permitted.
- Playing or riding on bicycles, scooters, skateboards, hoverboards, or other wheeled equipment is not permitted inside the library.
